The government of Hong Kong has released "The Consultation Document: Towards Better Health" in July 1993 to solicit public opinion towards medical services. Opinions of young people expressed in this survey mainly reflect the views of the public hospital users. They are not confident that higher fees would bring about better services. Despite the principle that those with sufficient ability should afford their medical expenses is endorsed, young people object to ally medical charges with the operating cost. Medical needs of low-income groups should be emphasized.
